Under Section 4 (1) of the Right to Information Act 2005, the Managing Director, Karnataka Fisheries Development Corporation Ltd., Hoige Bazar, Mangalore – 575001 being the Public Authority under Section 2 (b) of the Act, publishes the following information.
(i) Particulars of Organization, Functions and Duties:
The Corporation is governed by a Board of Directors. The total number of Directors are fourteen and the existing directors are as follows:-

  • Sri. M.L. Doddamani - Managing Director.

The Karnataka Fisheries Development Corporation was established as a Government of Karnataka Enterprises under the Companies Act 1956 in 1970 by transferring the various Ice, Cold Storage and Freezing Plants of the Department of Fisheries situated in Ullal, Mangalore, Kulai, Gangolli and Karwar to the Corporation along with the staff working in them. The present authorized share capital of the Corporation is Rs.20.00 Crores and paid up share capital is Rs.16.16 Crores.
The main activities of the Corporation are:-

  • Diesel Sales at Mangalore, Malpe, Gangolli, Tadri and Karwar.
  • Ice Sales  at Mangalore, Malpe, Gangolli, Bhatkal,  Honnavar and Karwar with a total production capacity of 220MT of ice per day .
  • Purse Seine Catch marketing at Bhatkal, Honnavar  and Tadri Fishing Harbours of Uttara Kannada Dist..
  • Modern Fish Retail outlets in 16 Cities and Towns of Karnataka.
  • Mathsyadarshinis (Hygienic Fish Restaurants) at Cubbon Park, Indiranagar, Yalahanka, Kolar, Tumkur, Davangere & Chitradurga.
  • Nodal Agency for Implementation of Matsyashraya Scheme of State Fisheries Department.
  • Provision of Infrastructure for Fish Pre-Processing  and Processing & Storage -catering  to Domestic and International Markets.
  • Running of Cold Chain for supply of Fresh & Frozen Products.
  • Establishment of Modern Hygienic Fish Markets under RKVY and NFDB Schemes.

HEAD OFFICE DETAILS

MANAGING DIRECTOR:
The Managing Director is in over all charge, responsible and accountable for the functioning of the company. He has the powers to control, direct and administer the functioning of the company. He exercises the powers vested in him under the Memorandum of and Articles of Association of the Company, the powers delegated to him by the Board of Directors and the Service Rules of the Karnataka Fisheries Development Corporation. \

Duties of Company Secretary cum Financial Controller
Office Administration, complying with the requirement of the Companies Act, Preparation of notes for Board Meetings, General Body, Annual Report Printing, matters related to appointment of internal auditors and Directors of the Company, Liaison with statutory audit, supplemental audit and propriety audit and any duties entrusted by the Managing Director.

Duties of General Manager:

  • Assist Managing Director in office Administration, complying with the requirement of the Companies Act, Preparation of notes for Board Meetings, General Body, Annual Report Printing, matters related to appointment of internal auditors and Directors of the Company, Liaison with statutory audit, supplemental audit and propriety audit and any duties entrusted by the Managing Director.
  • Assist Managing Director in Checking of day to day cash book, vouchers, ledger of Head Office.
  • Assist Managing Director in Checking of estimates, scrutiny of fund indents, income tax matters, and sales tax matters.
  • Assist Managing Director in Matters related to statutory audit, supplemental audit and proprietary audit.
  • Assist Managing Director in Preparation of Progress report/statement to Bank, agencies, Departments under different Projects and others.

Duties of Senior Manager (Head Office):
Verification and surveillance of documents related to repair and maintenance of Ice plants. Inspect and supervise the construction of Hygienic Fish Markets, Ice Plants, Modern Sea food Fish Processing Plant, Pre-Processing Plant and Cold Storage under RKVY scheme. Supervise maintenance division at Head Office and look after all repair works of Plants, Buildings and Machineries. Look after purchase registers maintained at Head Office Maintenance section. Verification of records, log books of vehicle section and maintaining the repair bills of vehicle section. Supervise the staff under vehicle section. Verifying and submitting all maintenance records through General Manager to Managing Director. 

Duties of Senior Manager (Marketing):
Senior Manager (Marketing) is overall in charge of Sales Outlets/Canteens attached to them. They are the Liaison Officers between corporation and Govt. Dept. in implementation of the Schemes like Opening of the New Retail Outlets/Canteens, Construction of Fish Markets, and persuasion of the files pending with the Govt. and other agencies, to liaise with the Corporation Lawyers in connection with the recovery and other cases of the Corporation.

Duties of Accounts Officer:
Coordinate with Internal Auditors for preparation of Half Yearly/Yearly Profit and Loss Accounts, Balance sheet of the Corporation. Furnishing the first draft of the Corporation’s Accounts to Statutory Auditors, liaise with Statutory Auditor and Auditors of the Comptroller and Auditor General of India to ensure that the Corporation’s Financial Reporting is kept up to date with changes financial reporting standards, and taking action to effect any changes necessary to achieve compliance. Liaise with Tax Consultant to preparation of Monthly/Half Yearly/Annual Returns for the purpose of KVAT/CST/Entry Tax/Professional Tax/Service Tax/Income Tax. To communicate with the Banks on matters relating to the Current Accounts and Fixed Deposits. Ensuring the Corporation’s Financial Regulations are complied with at all times. To keep the Financial Regulations under review and, where appropriate, initiate changes to enhance the organization’s control environment. etc.,

Duties of Marketing Manager:
Marketing Manager is in overall charge and responsible and accountable for marketing fish, diesel sales, fishing harbor gate fee collection and canteen sales of the corporation. He will contact the Branch Managers situated in various districts and inspect the Branches. He is also in charge of the various plant machineries and marketing of fish catches etc. He will conduct inspection of the activities of the various branches of the Corporation situated at coastal and Bangalore districts of the State and any other duties entrusted by the Managing Director.

Duties of Asst. Marketing Manager:
Asst. Marketing Manager is in overall charge and responsible of Pre-Processing center.  Supervise fresh fish purchase required for various Retail Outlets situated in various cities and towns of Karnataka. Supervise the distribution of fresh fish to various retail outlets. Maintain the records related to chilled fish export facility and meeting the standards of Export Inspection Agency (EIA). Preparing the reports of various retail outlets regarding the marketing activity and submitting the same to the Higher Officers. Preparation of profit and loss of retail outlets as and when required by the Higher Officers. Verification and surveillance the Retail Outlets marketing activity related software online records. Production and marketing of dry fishes produced using solar cum biomass dryer. Production and marketing of sausages through retail outlets. Field visits to various retail outlets and reporting the function and future developments in enhancing the retail outlet activities and any other duties entrusted by the Managing Director.

Duties of Assistant Recovery Manager :
The Asst. Manager (Recvery) is responsible for laying down the requirement of documents to be executed by the boat parties to whom advances are given and merchants to whom fish is sold. Also responsible for filing suit against the defaulting boat owners and merchants under the Negotiable Instrument Act, Public Money Recovery Act etc. He has to maintain the records of outstanding debts recovered from boat parties and merchants and also furnish information to the Managing Director and Board of Directors and any other duties entrusted by the Managing Director.

Duties of Assistant Manager(Accounts):

  • Annual Accounts consolidation/compilation of Accounts Division and Head Office.
  • Scrutiny of branch office cash accounts received at H.O.
  • Lease rent matters, Government Guarantee matters.
  • Maintain and verify fixed assets register, day to day cash book, ledger and accounts related registers.
  • Assistant Financial Controller in conducting inspection of Branch offices and inspect division accounts monthly.
  • Liaison with the auditors.
  • Take follow-up action regarding audit requirements.
  • Any duties entrusted by the Managing Director.

Senor Assistant / Senior Accounts Assistant:

  • Maintaining cash, Cash Registers, Drafting correspondence.
  • Maintenance of Vehicle Section – Head Office and Branches.
  • Courtesy, Donation, Advertisement and Staff Welfare/Annual Administration Report, Annual Reports.
  • correspondence of sanction of H.B.A., Vehicle Advances, E.P.F., Income Tax and Maintenance of Register and Records.
  • T.A. Bills of Head Office Staff/Branch Office Staff.
  • Correspondence/sanction of medical reimbursement.
  • Printing and Stationery.
  • Any other duties entrusted by the Managing Director.

Duties of Junior Assistant:

  • Maintaining files of E.P.F., E.S.T., Salary Bills, Bonus Bills, T.A. Bills, Sales Tax, Hudco file, Profession Tax, Group Insurance etc.

Duties of Junior Plant Assistant:
He is in charge of maintaining all stationery, maintaining the records of plant machineries, furniture's, maintenance of Registers of scrap materials.
Duties of Stenographer, Typist:

  •   Attending dictation.
  • All typing/computer data entry.
  • Any other work entrusted by the Managing Director.

Duties of Senior Driver:

  • Driving the vehicles allotted to them wearing uniform
  • Maintenance of vehicle in good running condition.
  • Posting up of log book daily.
  • Ensure timely payment of Insurance, taxes, registration fees etc.
  • Any other work entrusted by the Managing Director.

Telephone Operator cum Receptionist:

  • Attending to Telephone calls incoming and out-going.
  • Maintenance of personal files of Managing Director.
  • Maintenance of Dispatch and inward registers.
  • Any other work entrusted by the Managing Director.

Duties of Attender:

  • Attending the office before 9.45 a.m. and keep the office room open in consultation with Watchman duly obtaining keys, any messages etc.
  • Assisting, arranging files within section.
  • Keeping office tidy and clean and taking care about Corporation Property.
  • Attend to cyclostyling and Xerox work.
  • Local delivery of tappals and organizing refreshment and catering.
  • Carrying and distribution of stationeries, files and tappals etc.
  • Cleaning of the office everyday and dispose the waste etc.
  • Watering the plants, other pots and its maintenance.
  • Any other work entrusted by the Managing Director.

Duties of Night Watchman:

  • Attending the office before 5.00 p.m. and receive any message and obtain office keys.
  • Proper watch and ward of entire office premises.
  • Cleaning of the office everyday and dispose the waste etc.
  • Care to see that light, fans are put off and the doors, windows, shutters, water taps etc. are properly closed.
  • Taking rounds at different intervals and be vigilant unauthorized persons, incidents around office premises.
  • It shall be his duty to watch guard, see and ensure that articles belonging to the office are not taken out of office premises without proper authority.
  • Watering the plants, other pots and its maintenance.
  • Any other duties entrusted by the Managing Director.

BRANCHES DETAILS

Duties of Branch Managers: KFDC is having 7 branches in Coastal Districts of Dakshina Kannada, Udupi and Uttara Kannada. These branches generally deal with diesel and ice supply and fresh fish marketing activities. Mangalore, Malpe, Gangolli and Karwar deal with mainly Diesel and Ice Supply. Bhatkal, Honnavar and Tadri branches deal mainly marketing of Purse seine boat catches. In addition Bhatkal and Honnavar branches supply ice to fishermen and Tadri is also supply diesels.

Duties of  Branch Managers
The Manager is in over all charge, responsible and accountable for all the functioning of the Branches. They are responsible for auctioning the fish caught by the purse-seine boats and arrange payment to the boat parties after deduction of commission, collect the amount of fish auctioned from the Merchant buyers, to maintain records of all the transactions, supervise the work of staff under them and to obtain Diesel by indenting requirement with Oil Companies and other diesel supplying Corporations and issue of diesel to fishing boat parties registered with the Department of Fisheries, and collection of diesel dues from the boat parties and to maintain the records of purchase and sales. To produce ice and supply ice to fish merchants and fishermen and collect ice dues from the parties. Furnish information regarding Fish Marketing, Ice sales, Diesel sales and other activities to the Head Office. Prepare trail balance every month and submit to Head Office and any duties entrusted by the Managing Director.

Duties of Manager of Cubbon Park, Bangalore
The Manager is in over all charge, responsible and accountable for all the functioning of the Matsyadharhini Cubbon Park. He is responsible for running of fish canteen and Sales unit at Cubbon Park by procurement of fish and other required items.  He has to Maintain accounts of the transactions and submit trial balance every month to Head Office and any other duties entrusted by the Managing Director.

Duties of Senior Marketing Asst./Sales Organizor:
They are responsible and accountable for the day to day functioning of the Branches. Supervising work of the units, maintenance of records of cash collection, prepare trial balance and assist the Manager in the day-to-day work and any other duties entrusted by the Managing Director.

Duties of Senior Asst./Sr. Accts. Asst. of Branches:
They are responsible and accountable for the day to day functioning of the Branches. Attending to cash transactions, maintenance of records and books and Registers, remit cash to the Bank, preparation of trial balance etc., and attend to all matters directed by the Manager.

Duties of Junior Plant Assistant:
They are responsible for maintenance of the Ice Plants and Cold Storages, Ice harvesting, crushing and sale of Ice. Maintenance of records of Ice sale and collect cash and remit to the Bank as directed by the Manager and attend to all works allotted by the Manager under whom he is working.

Duties of Junior Accounts Assistant:
He is responsible for the maintenance of accounts attend to cash transactions, remittance to the bank, preparation of trial balance and attend to all other works allotted by the Manager.

Duties of Filed Assistant/Sales Assistant:
They are responsible and accountable for the functioning of the branches. They are responsible for issue of diesel to the boat parties. Attending to the auctioning of the catches of the purse-seine boats, collection of money, remit to office, attending to the collection of outstanding dues from Merchants and boat parties. Collection of money by issue of coupons of fish curry rice and attend any other work given by the Manager.

Duties of Cook:
They are responsible for preparation of fish curry rice and attend to any other work given by the Manager.

Duties of Driver:  

  • Driving the vehicles allotted to them by wearing uniform.
  • Maintenance of vehicle in good running condition.
  • Posting up of log book daily.
  • Ensure timely payment of Insurance, taxes, registration fees etc.
  • Any other work entrusted by the Managing Director and Managers.

Duties of Plant Helpers/Sales Helpers/Production Helpers:
They are responsible for maintenance of the plant, greasing, cleaning, overhauling, harvesting of Ice crushing of Ice, issue of Ice, serving fish curry rice in the canteen, collection fee at gate of fishing harbor, remittance of money to the office, maintain accounts, all collections etc., and other duties allotted by the Manager.

Duties of Peon:
Attend to office cleaning, serving, attending to visitors, bringing files and all other works allotted by the Managers.

Duties of Canteen Assistant:
To assist in the functioning at canteen, serving fish curry rice to customers, cleaning and helping, preparation of food, cutting, washing and all other works allotted by the Manager.
(iii) Procedure followed in the decision making process including channels of supervision and accountability:
The Managing Director takes final decisions in matters of day to day administration under the powers vested in him. The Managing Director is assisted by the Company Secretary cum Financial Controller. Matters which exceed the powers vested in the Managing Director are referred to the Government for sanction and approvals. The developmental works for the year are taken up after it is discussed with the Board of Directors. Major shift in management policies are implemented with the approval of the Board of Directors. The Branch Managers take approval of the Managing Director in the decision making process in matters of divisional administration. The decision making process is governed by the various statures and Government orders issued from time to time applicable to the company. All staff are accountable for discharge of duties for works entrusted to them. The organizational chart of H.O. and Branch Office is enclosed as Annexure I & II.
(iv) Norms set by the organization for the discharge of its function:
In discharging the functions of the Company, the Company is guided by its Memorandum & Articles of Association, various Company Law Legislations, Labour and Finance Legislations and various Government Orders/Instructions applicable to the Company from time to time.
(v) Rules, Regulations, Instructions and Records held by the Organization or under its control are used by its employees for discharging its function:
Following rules and regulations are used to discharge the duties:
Memorandum and Articles of Association of the Company. Various Company Legislations, Labour & Finance Legislations and various Government Orders/Instructions applicable to the company from time to time KFDC Service and Rules and Standing Orders 1996, KFDC Cadre and Recruitment Rules, K.F.D.C. Promotion Rules, KFDC TA/DA Rules.
vi) Statement of the categories of document that are held by the Organisation or under its control:
All the documents listed in 4 & 5 above are held by the Organization.
(vii) Particulars of any arrangement that exists for consultation with or representation by the Members of the Public in relation to the formulation of its policy or implementation thereof.
There are no requirements and arrangements for consultation with or representation by the members of the public relation to formulation of policy or implementation thereof by the Organisation . However, there is provision to nominate nine non-official Directors on the Board by the Government of Karnataka who reflect representation by public.
(viii) Statement of Committees and other Bodies consisting of two or more persons constituted as part of the Organisation or for the purpose of its advise and as to whether meetings of those Committees and other Bodies are open to the public or the minutes of such meetings are accessible for public:
The Memorandum and articles of Association of the Organisation provides for Board of 12 Directors with one of the Directors as Chairman. Of these 12 Directors, 9 including Chairman are non-official Directors and 3 are nominated by the Government of Karnataka. The meetings of these Board of Directors are not open to public and the minutes of such meetings are accessible only to the Board of Directors and not to the public as per the Companies Act 1956. However, the minutes of the meetings will be available to public under the Right to Information Act 2005.
(ix) Directory of Officers and Employees:
A directory of the Officers and Employees of the organization is enclosed at Annexure III:
(x) Monthly remuneration received by each of its officers and employees, including the system of compensation as provided in the company regulations:
The details of monthly remuneration received by each of the officer and employees is shown in the directory of officers and employees at Annexure III.
(xi) Budget allocated to each agency of the organization indicating the particulars of all balances, proposed expenditures and reports of disbursements made:
(xii) Manner of execution of subsidy programmes including the amounts allocated and the details of beneficiaries of such programmes:
The subsidy on diesel is disbursed to the boat parties as and when received.
xiii) Particulars of recipients of concession, permits or authorization granted by the organisation.
The organisation has not granted any concessions, permits or authorization.
xiv) Details in respect of the information available or held by the organisation reduced in an electronic form.
No information of the organisation is held or available in an electronic form.
xv) Particulars of facilities available to citizens for obtaining information including the working hours of Library or Reading room, if maintained for public use:
The organisation does not have a library or reading room for public use. Citizens can obtain information during office hours on working days from the Managing Director, company secretary, Marketing Manager, Legal Manager and Branch Managers whose office and telephone numbers are listed in the Directory at Annexure IV.
xvi) Names, designations and other particulars of the public information officers:
The notification bearing no. KFDC/RIA 2005-06 dated 21.09.2005 has been made under the right to Information Act 2005 notifying the Public Information Officer & Asst. Public Information Officer under Sec. 5(1) & (2) and the Appellate Authority under Sec. 19(1) of the Act IBID at Annexure IV.
